Background & Need

The transition from the 2021-2025 country programme to the 2026-2030 period provides an opportunity to deepen and scale evidence-based action for adolescents and young people. NTC's connected portfolio addresses sexual and reproductive health and rights, HIV, gender-based violence, harmful practices, maternal health, disability inclusion, youth participation and social accountability.

The work contributes to three broader transformative ambitions: ending preventable maternal deaths, ending unmet need for family planning, and ending gender-based violence and harmful practices, including child marriage and female genital mutilation.

Objectives

This portfolio brings together five connected sub-programmes:

  • SAY Plus+ — a government-led national programme placing young people at the centre of design, delivery and accountability.
  • SAY — integrated SRHR and SGBV services for refugee and host-community youth in West Nile and Acholi.
  • STOP — obstetric fistula prevention, referral, treatment access, reintegration and stronger maternal health systems.
  • ECM — youth voice and community action to prevent child marriage and related risks.
  • FGM — school clubs, teacher mentorship, radio, community mobilisation and district referral systems supporting abandonment of FGM.

Major Activities

  • Meaningful youth participation and peer-led delivery.
  • Government leadership and district ownership.
  • Disability-responsive and safeguarding-centred practice.
  • Community-to-facility referral and feedback.
  • Evidence, accountability and learning.
  • Partnership across health, education, gender, protection and community systems.
