SPOTLIGHT

SPOTLIGHT is a youth-led social accountability and leadership programme implemented by Naguru Teenage Centre (NTC) with support from the United Nations Population Fund (UNFPA) under the Spotlight Initiative 2.0. Building on nearly three decades of experience in Adolescent Sexual and Reproductive Health and Rights (ASRHR), NTC is strengthening the capacities of youth leaders, grassroots youth-led organisations, and community actors to advance gender equality and end violence against women and girls (VAWG). Through targeted training and mentorship, the project equips young people with practical skills in social accountability, advocacy, leadership, and ASRHR, recognizing youth as powerful change agents who can mobilize communities, influence decision-making, and transform harmful social norms.

Implemented nationally across 13 districts in Karamoja, West Nile, Acholi, Western, Lango, Elgon and refugee-hosting communities, the SPOTLIGHT project prioritizes inclusivity, gender balance, and meaningful youth participation. The programme enhances competencies in community monitoring, citizen feedback mechanisms, budget and commitment tracking, referral pathway strengthening, and engagement with duty bearers. By generating evidence and amplifying youth voices through structured dialogues and accountability platforms, SPOTLIGHT supports responsive, well-resourced GBV and SRHR services aligned with Uganda’s national frameworks and the Spotlight Initiative’s pillars of prevention, protection, and accountability—ensuring sustainable, youth-driven impact at community and systems levels.
